How the SSPA salary is worked out
- Phase 1 = basic salary × 8% (RM240 minimum), or × 4% for Top Management.
- Salary on 31 December 2025 = salary after phase 1 + the 2025 increment.
- Phase 2 = salary on 31 December 2025 × 7% (or × 3%).
- New salary = salary on 31 December 2025 + phase 2. If it is still below the grade's starting salary, it is raised to the starting salary.

Other things to know
- Gred 1 starting salary under SSPA is RM1,500 a month.
- Annual increments are now set per grade and need a MyPERFORMANCE score of at least 75%; your actual salary also depends on them.
- Pensioners who retired before 1 January 2026 receive the pension adjustment, not the phase 2 salary adjustment.
- Contract officers are reported to qualify at the same rates, but only one source confirms it.

How much is the SSPA salary increase?
Pelaksana and Management and Professional: 8% from 1 December 2024 (RM240 minimum) and 7% from 1 January 2026. Top Management (JUSA, Gred Utama, Gred Khas): 4% and 3%. Because phase 2 is worked out on the salary after phase 1, the totals are 15.56% and 7.12%, not 15% and 7%.
What is my new salary on RM2,000?
8% is RM160, so the RM240 minimum applies: RM2,000 becomes RM 2,240.00. Phase 2 is 7% of RM2,240 (RM156.80): new salary RM 2,396.80, without an annual increment. With a RM100 increment in 2025, the new salary is RM 2,503.80.
Who gets the RM240 minimum?
Pelaksana and Management and Professional officers with a basic salary of RM3,000 or less in phase 1, because 8% of RM3,000 is exactly RM240. Top Management is not included. No minimum was found for phase 2.
Is phase 2 worked out on the original salary?
No. Phase 2 is 7% (or 3%) of the basic salary on 31 December 2025, which already includes phase 1 and the 2025 increment. Example: RM4,000 becomes RM 4,320.00, then RM 4,622.40.
How much do pensions rise under SSPA?
Pensions adjust by the last-salary group: 8% (4% for Top Management) from 1 December 2024 and 7% (3%) from 1 January 2026. A RM2,000 pension becomes RM 2,311.20. An RM240 minimum for pensions could not be confirmed.
What are the new SSPA grades?
SSPA renumbers the grades: SSM 19/20 becomes Gred 1, 21/22/24 Gred 2, 25/26 Gred 3, 27/28 Gred 4, 29/30 Gred 5, 39/40 Gred 8, 41/42 Gred 9 and 43/44 Gred 10. Pelaksana is Gred 1 to 8; Management and Professional starts at Gred 9.
Do officers who did not opt for SSPA get the rise?
No. About 1,400 officers who stayed on the Malaysian Remuneration System (SSM) get neither the phase 1 nor the phase 2 adjustment.
